What do I mean by "We do not need their help or permission to create change" in healthcare?

The current political climate is entirely without integrity. There is no openness, no real effort at multipartisanship, a constant string of "emergencies" which require 1000+ page pieces of cryptic legislation to pass without delay, debate, or even time to read them. When "Cap & Trade" was passed in the House, not only had it not been read by the majority voting on it, when one representative asked the House Secretary, he found that a complete draft did not even exist at the time of the vote. No proposal for any emergency considers options which decrease the size and scope of the agencies and private firms who caused the situations in the first place. There is no chance, zero, that real health care "reform" will even be debated in this climate, let alone pass. This an endemic problem, not limited to the current Democratic majority.

But there are many options to improving health care which can happen closer to home than the Federal government. Under the Constitution, the Federal government has no authority over the issue in the first place. Change can happen at state governments, local governments, and it can happen among private citizens in their own communities. As these changes develop and take hold, we push the Federal government to get out of the way, retract old, failed legislation, and eliminate failed programs. We do not ask them to "take over" or to solve the problem, just stand clear of solutions developed lower down. We do not ask their permission: the states have all the authority needed to implement their own programs and override Unconstitutional Federal mandates.

Introduction

Recently, a group of us had a meeting on using alternative currencies (e.g. local trade dollars or silver coins) to stimulate the local economy and hedge against the possibility of hyper inflation. In writing up his report of the meeting, Lincoln Justice asked me to send him a link describing how trading with junk silver (pre-1965 US Silver coins) or US-minted silver rounds (post-1985 Silver American Eagles or "SAE") works. I quickly discovered that no such single page exists (or I cannot find it). This article is an attempt to gather some of the relevant information in one place.

This article will not get in-depth about how junk-silver trading fits into a wider system. I expect Lincoln Justice's article to cover those issues. Here we are just talking about how trading/bartering in silver coin works.

Please note that I am not a lawyer or a tax attorney. When I make statements about legality, I am working on my good-faith, best-knowledge of the law and the processes I describe represent my good-faith efforts at complying with a complicated and confusing system. But given that caveat, trading in junk silver can solve one facet of the currency needs we identified in our recent meeting and is a practice I currently recommend; always do your own investigation and make your own decisions.

In an email conversation with Galen Chadwick (Well-Fed Neighbor Alliance) he suggested the idea of a (private) community food storage bank for emergency/disaster relief and what it might take to start one. This is something that has been rattling around my head for a while, so I wanted to post some thoughts for people to poke sticks at.
